Is it better to have lower or higher compression engine with turbo?

I'm looking to put a turbo in my 2003 e46 m3 and I was wondering is it better have a higher compression or lower compression for the engine. I know that higher compression: the fastest turbo spool which equals more power at low RPM. But I've been reading some forums about people saying the right path for a turbo is to reduce engine compression and using the turbo for about 28 psi instead of 13 with the highest compression. advice?

Further compression would cause great problems with pre-ignition and would have to run races octane gasoline, so stick with a lower comp.
